I thought it was only the Turkish Media who gave such stories without telling us exactly how it works. I have no idea what it looks like.

A fan is a fan. It cools only by the evaporation of your sweat. It may use less power than an a/c system but in terms of (cooling) work done per unit of electricity consumed it cannot compare. I'm sure ismet will agree with this.
