You have to buy them or you get one 'free' if you sign up for 12 months or more. The basic dongle with Turk Cell is 89TL.

For information you can buy a Telsim dongle for 99tl and that includes 3 months 1GB This is PAYG

If you go to Turkcell in Kyrenia they often have them second hand for 60YTL with 2gb already on them.
