From the TRNC Presidency office:



President Mehmet Ali Talat stated that Greek Cypriot attempts to gain certain advantages before sitting on the negotiations table cannot be tolerated.



President Talat said that the rights of Turkish Cypriots cannot be compromised and added that they will sit at the negotiations table with the aim of advancing these rights. "We will sit on the table with good will and flexibility but we will most definitely preserve the rights of Turkish Cypriots," said Talat.



Talat expressed hope that a new process will begin in Cyprus and lead to the solution of the Cyprus problem. He added however that this mainly depends on the attitude of the Greek Cypriot side. Talat stated that they want a lasting and just solution, which would not fail and which would not bring back the bitter experiences of the past.



President Mehmet Ali Talat`s Special Representative in Negotiations with the European Union and the United Nations, Ozdil Nami stated that the meeting between Talat and Greek Cypriot Leader Demetris Christofias on 3 September will be a ceremonial meeting.



Commenting on Greek Cypriot media reports that administrative issues will be discussed during the first meeting, Nami stated that this was the proposal of the Turkish side and expressed pleasure over its acceptance.



Ozdil Nami noted that the two leaders will come together again on 11 September and begin to discuss substantive issues.



Nami stated that he will come together with the Greek Cypriot Leader Demetris Christofias` Political Advisor Georgios Iacovou prior to the 3 September meeting but added that the date of this meeting has not yet been determined.



Responding to questions over Christofias` statement that Morphou should be handed back to the Greek Cypriot administration, Nami said such issues will be discussed during negotiations

He didn't really say anything but was obviously advised to put something out to shut the nationalsits and right-wingers up for a while.

This is a pretty delicate issue.



If the territorial adjustments are preceived to be too much in favour if the GC or TC sides the prospects of the other community supporting a settlement would most likely decrease substantially.



In some ways insisting on significant further territorial adjustments than in the Annan plan such as the Karpas etc effectively supports those who oppose a solution most as it would most likely force a TC no vote.



Guzelyurt/ Morphou is also difficult given the investments and population increases since 2004 making it more difficult than say Varosha to transfer.



Maybe the British can shrink their bases a bit as an alternative carrot for a settlement and kick in a generous EU compensation payment.

The SBA's were in the 2004 plan as the UK gov was trying to sweeten the deal. The GC's turned it down then so they probably won't see it as "extra" this time.

The editors of the Cyprus Mail and the Cyprus Dialogue have published several columns in recent months outlining how every time the ROC rejected a settlement deal the next deal proposed was worse for them in terms of territory control and settler numbers etc.



They seem to support / understand the need to settle now and supported the Annan plan in 2004 as well and think any deal terms willl continue to get worse for them.



This even predates the establishment of the original Republic in 1960 when the British offerred more favourable terms for independence in the 1950's which were rejected in favour of pursuing Enosis and since 1974 tehre have been many aborted plans as well.



Of course the TC side also rejected many settlements prior to the Annan plan but some former senior GC governement ministers admit they should have accepted prior deals in the late 70's and early 80's.
