well done neil,



this recent report is very interesting, it is long but easy reading

and an impartial account of the local situation based on their recent visit

which does not try to gloss over any of the main issues

Read through this, the meat of this report and the agreement between TC and NC will depend on Turkish troop withdrawl leaving only 950 troops in Cyprus, also based on an independant land tribuniral to decide land rights on both sides, not as the TC want the original owners to decide, the EU is also prepared to provide a compensation package to a degree.



Again they see Talat as the best person to talk tearms with SC, however when his term of office expires, and if he is not voted back in then everything that has been accompliashed will be for nothing as Talat is more approachable that most other potential proposed candidates.

perhaps the majority in n cyp would vote for a turkish army withdrawl

oops! I meant to say re-unification agreement,

but outside a parallel universe I just don't believe that it will ever happen



as regards an independent land tribunal I would forsee two problems:



firstly what would be its terms of reference? for example-

would they award "land rights" to a former owner of unused scrubland,

or to a mainland family with kids who built a house on it twenty years ago?



secondly compensation for anyone is a practical possibility,

but how to manage restitution/right of return

when gc's presently have no legal status to actually live anywhere in the trnc

and tc's say they would get beaten up if they tried returning to the south?



talat's recent remarks have put some expats into a tailspin but he's a politician

and he has been trying to find some form of compromise with the other side

although have been reluctant to make any real concessions themselves
