Has anyone experienced an increase in connection charges for water & electricity?

Last week we were advised that our apartment was completed and we had to pay our connection fee of £1000. We have now paid this, however, yesterday we received another e-mail from the developer advising that "A payment of £ 1,500 is required to enable the connection of mains electricity and water. The increase in this charge associated with the connections is due to the Municipality Office. This is unfortunately out of our control."

I know there are a shortage in meters etc. etc, however, a 50% increase in the space of a week does seems unreasonable.
