Is this an old article? it does not say it is in the Cyprus weekly, it gives today's date but I thought (probably wrongly) that this was granted ages ago

Commission aid programme for Turkish Cypriots helps reunification

NICOSIA -- The European Commission approved Wednesday an aid programme for the Turkish Cypriot community which aims to facilitate the reunification of Cyprus.

The aid programme, the report says, aims to facilitate the reunification of Cyprus by encouraging the economic development of the Turkish Cypriot community with particular emphasis on the economic integration of the island, on improving contacts between the two communities and with the EU, and on preparation for the EU’s legal order.

259 million euro is available to implement the programme over the period 2006-2011.
