hi guys

was just surfing and found this report that a professor phedon of the european institute of public administration in holand wrote, he has stated a 10 point rule that both leaders should base themselves on when negotiaitng on a peacefull solution either it be unification or two seperate states (my desired choice)

i have listed this report below for you guys to read and see what you think, i personally think this guy is speaking sense he is not biased towards anyone but will both leaders take notice to this report or go about their it their own way!!!!

in another bit of news it looks like even before any settlement takes place the e.u are putting forward a proposal to change the green mile regulations on trade, which means all duties will be lifted on all agricultural products coming from the north into the south this will be good news for all traders in agricultural sector which the heavy taxes puts a massive burden on the traders and this in effect will make it more profitable for them



anyway back to these points:



1) they should be aware that they will not satisfy everybody. They will be criticised and denounced. If they cannot tolerate criticism, they should stop now. Concessions and compromises will have to be made by both sides. These are in the nature of any negotiation. Those whose interests will be sacrificed for the broader benefit of each community will try to scupper any agreement.



2) they need to prevent critical voices from becoming a chorus of dissent. They have to manage public opinion and prepare it for concessions, some of which are bound to be painful. They have to keep emphasising the positive effects of a settlement of the Cyprus problem. This is not likely to be easy. Even the most fervent proponents of the infamous Annan plan failed to give prominence to whatever gains it could possibly bring. They kept talking about the abstract need for reconciliation and peace, whereas most Greek Cypriots did not see any tangible benefits. After all, the pursuit of peace is rather meaningless when there are no hostilities between the two sides. Messrs Christofias and Talat should also rehearse the arguments in favour of any agreement or solution within their negotiating teams. On the Greek Cypriot side, the teams include the same old hands. Yes, they have the experience, but they also have their prejudices and blind spots created by many years of defending the same policy line. The quality of work of those teams will improve if they also include new people with different opinions and hopefully fresh ideas. It is fresh ideas that are always in short supply in negotiations on old problems.



3) they need to keep the public informed. Absolute secrecy will not do. Not only will secrecy offer a golden opportunity to opponents to fill the information vacuum with disinformation, but more importantly, people are entitled to know how the negotiations will be progressing. They should be given a sense of ownership of the results.



4) too much information on sensitive issues is counterproductive. It will only help small opposition groups to coalesce into a stronger force. Naturally, all those who fear that they will lose out will take pre-emptive action rather than wait to see whether indeed they will lose out. The two leaders should commit themselves to the following principle: no one will necessarily be penalised and those who end up bearing the brunt of any concessions will be compensated.



5) they should go first for easy wins. This will prove that progress is possible. The corollary of this point is that difficult subjects should be left to be tackled last. It will be easier to achieve agreement on sensitive issues towards the end because then the cost of failure will be clearer. It will be the abandonment of all the issues on which agreement had already been achieved and presumably were thought to be be

hi jock

i agree wholeheartly that the problem would be better resolved if the north does remain a seperate state to the south but both sides reconise each other so free trade can be started and the people can be classed as citizens of the north not second rate which they are classed now!!!! all we need is for these embargos to be lifted and propertry and land issues to be resolved so we can then live peacefull lives among greek cypiots, brits and all other nationalites on the island

Words of Wisdom again Ercan, I pray that everybody could live at peace with each other, however when we do come over (shortly) i can only stand back and watch and listen to the politics all around us, anything that could bring the people together and stop all the embargo's can only be a way forward for the north. As you said in your previous post "lets wait and see what happens"

Hi Ercan - wonder if the guy has been in touch with anyone in Cyprus, and like you say - would they listen? Politicians are an arrogant breed and don't generally like being told what to do.



I know you've said before, but do you honestly believe that the south would ever recognise the north as a separate state?

Good posting! This man talks common sense. If you don't expect too much, you will never be dissapointed! Stick however to your core principles.

I personally hope and pray for success to be achieved by both sides, and that a long lasting peaceful settlement can be achieved.

jock,ltd, wynyardman thanks for your comments, i really dont expect nothing from these talks and delegations that started last friday have a long way to go till june when the leaders meet to negotiate and resolve the situation, at the end of the day the south have got nothing to loose so in my eyes they will drive a harder bargain knowing that turkish cypriots want to resolve the situation but hopefully at not the expense of our dignity, if the south and north cant come together on unification then the best thing like i said is two seperete states and the south wont take it lying down to recognise the north as a seperate state but they will be under intense preassure from the international community to broker a deal concerning recognistion
