I am coming over to NC shortly and will need to do some DIY in my apt. Does anybody know whether you would be allowed an electric drill in your suitcase or not

I have done it, no problem, worst case scenario is they will ask you to go to security to open your case.

They won't allow you to take a nail gun in the hold, but most other tools are OK on most airlines flying into any Cyprus Airport.

Yes, just to confirm that I took one over a few years ago in my suitcase. There were no problems at all.
