Hi Donegal and welcome

This is because they are built with a reinforced steel construction using pillars. Bricks are only used to fill in the gaps and stop the wind/rain entering the building. you cannot lay a continuous rubber membrane because you would have to stop at each pillar then start again. The damp could still rise up the pillars and go above the damp proof. which makes it a waste of time really. That's how it was explained to me anyhow and if you think about it it does make sense.

You could also ask the question why don't Cypriot houses have guttering/downpipes. None of the older properties do neither do most of the ones down South. Reason I was given was "it doesn't rain like it does in UK"!
