| Cost on a complex is upto the mangement of the complex. The local council have little control what goes on behind gated complexes. |

| Pipie, The council are most unlikely to want to change a bulb on complex. They are not responsible for private complexes, only public areas. They are more likely to tell the complex mangement to find an electrican themselves to change it. I suppose if the council did want to make some money, then yes, they could do the job and charge what they see fit for the job. The complex management would pick up the bill, as they would if they got another company in to do the work. |
