When it was first set up I stated from the start that it was an organization with no teeth. Unfortunately time has proved me right. It gave people false hopes and channelled their efforts in the wrong direction.

I too believed this but unfortunately, ismet, it was the only hope for people that had no money to fight court cases. Plus, those who did fight court cases and who did win them, found that the court system COULD be equally ineffective.

The PCO was a peace offering to HBPG to stop them demonstrating outside Parliament. Now it has been taken away there has been no equivalent response because apparently the current property situation is acceptable - in other words, the victims are happy to do nothing but instead just accept it.
