Definitely has the scent of a scam. As Sazna said, never give out personal info unless you're 100% sure it's an official request.

Had an interesting phish from "Paypal" yesterday, similar message. Checked out the URL on Google and it looked ok so I went to the "paypal" page, that looked genuine too, then I got rerouted somewhere else and Norton put up a big red warning that the redirected URL was a known spam site. I have to say that the fake Paypal looked pretty good, or they had hacked it and were redirecting. In the end I reached Paypal through my Ebay account, and spotted that the real URL only had one "/UK" in it, the redirected one had "/uk./uk"

I have recently had two very convincing emails from what they said was my banks, one was HSBC, the other Halifax Bank, they looked like my Banks web sites.

I decided to contact my banks who said they would never ask for all my security details and that it was a scam,

These people are very clever, beware.
