| Talat declared in front of cameras with a grim face Wednesday evening that of the three headings to be discussed during the two rounds of intensive talks, no discussion had been held so far on the “EU matters,” “economy” headings and on the “governance and power sharing” heading, however, a partial agreement might be possible by Friday evening. The statement of Talat was obviously a confession that put aside his deflated target of reaching an agreement on three of the six negotiation headings – governance and power sharing, economy, EU matters, property, territory and security and guarantees. Perhaps there will only be a partial accord or a “convergence paper” on the governance and power sharing heading. |

| In reality, while confessing failure, Talat was still trying to conceal the bitter truth that has become obvious for people following the Cyprus talks process closely. Even in the “governance and power sharing” issue, the two sides are still far apart. For example, the two sides have not yet reached a common understanding whether the new federation would be established by “two federated units” as Greek Cypriots say, or by “two constituent states” as Turkish Cypriots say.
