We are moving to TRNC in the near future and my wife would like to take her umbrella plant with her. Can any one help ith what regulations are required.

You could look at the DEFRA web site. I don't think anything in soil is allowed. Some bulbs and dry root stock etc are.

In the Netherlands plants, bulbs, flowers and trees (a huge business) for export always get a special treatment against sicknesses and bugs before leaving the country. That's why it's allowed to buy them on Schiphol Airport (or for instance shops in Amsterdam etc) and import them in any country in the world. But - as far as I remember - it's not allowed by any country to import/export plants without the special treatment they get in the Netherlands and some other countries.

You will be able to buy as many Umbrella plants here, as you want.

But if your wife would like to bring 'that special Umbrella plant', then cut a piece of the plant and place it in a vase with water. Roots will soon appear. Then, when you are coming here, wrape it up in cotton sucked with water. Then a plastic bag and bring it in your suitecase
