Every dog owner will have to take a costly 'competence test' to prove they can handle their pets, under new UK government proposals. Owners of ALL breeds would also have to buy third-party insurance in case their pet attacked someone.

yeah but when you report them to the local council because your dog has been attacked ( but not hurt) as I stepped in and handle the situation (with a Rottie cross) they said they couldnt do anything because my dog hadnt been hurt !!!! work that out. They need to act before something happens - every time this dog sees mine it goes for her and the owner still persists in having it off the lead in public. One day god forbid it might be a child and not my dog or someone that cannot handle themselves as well with the situation

This is a prime example of a bad pet owner...no dog should be off the lead in public.
