New water meter rip off

The belediye in Girne took a water pump for calibration they said, 4 months later it is still nowhere to be seen. The owners of the property have been in uk so has not been a problem. Went to the offices and asked about the meter and they said it would need repairing or needed a new one if they could find it. They then informed me that the owner would have to pay for it. Surely it is there property as they charge for it each month, otherwise we would all take it with us when we move. Do you think this is fair as I do not.
