Having nothing better to do with my time, as usual I tried the link that the really helpful ( ) (other) chap from 'Ull gave you, and I was able to log on OK.

If you have , say, I.E. and Firefox installed, it might be worth trying both of them, also deleting all 'cookies' and browser history could help.

Failing that, what, exactly, happens when you go to the website (step by step) - it's OK, I've got all the time in the world...

Paul. Have you had one of Hull's council letters asking you to snoop on your neightbours? Hull's environmental crime unit manager (how's that for a job title)? says they need evidence of people putting bins out too early and leaving them out too long and asking people to shop guilty "bin crimes". Residents face a £100 fixed-penalty notice and risk a court appearance and a max £1000 fine. You have been warned.
