I also thought 2 years thing only applied to the over 60’s? The stamps I got from post office - 1.35 for Muktar letter and 7tl for the residency passport stamp

Yes, for over 60s. Rip off - in the ROC it costs only about 20 euros each, valid for life. But of course the ROC is an EU Member State. If there is a settlement let us all hope the TRNC will follow ROC's example on this major issue.
