It's a bit of a minefield as there is both the H&S issue and also the security issue. Your friend really should contact the airline as they all apply rules differently.

From my own experience (flying with a leg in plaster), I believe that ultimately it is at the Pilot's discretion. A letter from your physician stating that you are fit to fly will go a long way in convincing him that he is not going to be held responsible if anything goes wrong. I think that you should also notify the airline in advance, supplying a copy of said letter, and also advise your travel insurance company, who 'may' impose 'special terms', and may want to contact your doctor...

Different airlines apply different rules. 1] Letter giving permission to fly (preferably issued 48 hours prior to travel) 2] An expandable cast 3] Some doctors & airlines demand a pretyreatment with an anti coagulant to prevent DVT 4] Inform the airline and your travel insurer in advance of travel 5] If other injuries will a wheelchair also be required? 6] probably more There might also be a view in Cyprus that the doctor may not be accepted being from North Cyprus (re the letter see 1) - I hope not, it would be wrong but.......
