Anyone tell me what the procedure is re water and electric bills (there will be no usage, and electric and water will be off at mains) Someone will be checking the property from time to time. Don't really see why I should pay for not using anything, but should I inform belediye and Kibtek, please?

Kim unfortunately you will still have to pay the standing charge for the water and the electricity whether you are using them or not. Don't think it will make any difference if you inform the utility providers. Chris

There used to be a process where the Belediye would disconnect your water meter for a small charge and reconnect upon your return but i dont know if that is still the case. Not so with electric but if you remove your fuse and put it in the house your bill will be minimal if anything at all also no one can take it while you are away.
