i have had plumber fit new element had electrician to look at electrics still dosent work any thoughts please need to get it working

i had same problem in our new apartment in a new block. eventually found out it was wired to someone elses hot water tank!

could be a faulty swith or possible the stats not correctly wired

maybe the thermostat is turned all the way down so it doesn't ever actually switch on at the tank?
