I know a case where the employer is not fulfilling his part of the contract he has with a member of staff. Is this common in North Cyprus? can staff be treated like this and can the employee do anything about it?

The employee can ask for his rights but bearing in mind that there is tremendous unemployment here, it may not be wise to do so.

It is binding but if your contract is not for a certain period, the employer can terminate your contract.

As far as I can make out, yes... it is legally binding but unless you want to engage in long drawn out legal proceedings (with no guarantee of a favourable outcome) to ensure the contract is upheld, it's not worth the paper it's written on... Happy days!
