No..Only Many,Many Ex-pats who feed and care for strays at there own Expense,KAR do a wonderful job ,but are "Swamped" and can do little more than they do ....Perhaps a new one could work but funding is very difficult without Government help,and that's not likely ,KAR have been trying for years...I'm sorry to say..
