I'm pretty sure that all the banks will pay your bills for you. I know for sure that Credit West do.

if you put some money to vakiflar bank - no pb for your electricity bill and others to be paid - we have dont it - keep checking and no problem

I believe you can use the Sekerbank to pay your electricity bill and don't have to have an account with them.
