Chief cuts day but keeps salary



A council has decided to allow its chief executive to cut down to a four-day week, but keep his £116,000 salary, it has been revealed.

Three Rivers District Council in Hertfordshire has approved plans for Dr Stephen Halls so he can pursue personal interests, such as music.

Liberal Democrat deputy council leader Matthew Bedford said it would cost taxpayers more to replace him.

"This is a good deal for the taxpayers," he said.

"It's the best deal for the council because the costs of recruiting a replacement and the costs of disruption would be so much higher.

"In addition to that, comparisons with other local authorities in the area show that, if we did have to replace him, we would have to pay the replacement considerably more."

A spokesman for the Taxpayers' Alliance said the move was "crazy" and said Dr Halls' pay should fall with his working hours.

What nonsnse about a good deal for the tax payers. A good deal for the CEO who gets a 33% pay increase.



Pity the Deputy Lib Dem deputy council leader didn't check with the Lib Dem controlled council of Vale of White Horse in Oxfordshire about obtaining a replacement CEO.



Their CEO, and a very effective one and not overpaid, has just been made redundant as the VOWHDC are acting to reduce costs by merging with the South Oxfordshire district council to form a Unitary council.

Three Rıvers Dıstrıct Councıl sued the Bank of England (to be fair along with other Councıls) after they lost theır savings when a bank went bust a few years ago. Longest judgement in Hıgh Court history (the Three Rivers case) (about 3-4 years ago now). Sound familiar today?

Interesting posting but it just goes to show that however people try to knock the TRNC there are the same things happening around the world (and especially the UK). So what do we do? It is a sad statement of life that we can do nothing and we just have to accept the status quo, or do we?

I note your comments, but at least those residing (including non-Brits) in the Three Rivers DC can vote to kick out the current controlling party at the next election.



I am residing in the TRNC and have been for a few years, but I am not locally enfranchised........ am unlikely ever to be unless we go in the EU.......which is another issue.

Point taken but the voting system in the UK is a shambles only because half of the population can't be bothered to vote. You know what I mean?. Everyone should be forced to vote and at least it would make them think about the consequence's. I am happy for my TC neighbours to vote on my behalf after many a coffee shop discussion I know where they are coming from and where they want to go.

But the position is not a voted one is it? I thought chief execs were (over) paid professionals whose jobs were not subject to council elections....

Nobody mentioned his pension!

Presumably one which is final salary linked so he wouldn't want that final salary to be 20% lower if it were linked to his hours worked.

You are right in that the CEO is not an elected position. Most chief executives now have a contract for a fixed period.



The point I was trying to make was that a different party in power can make changes ........... by either not renewing the CEO's contract or "encouraging" resignation.

Yeah but as all parties seem to be saying that the guy is worth it for four days a week and they'd have to pay more to replace him... it's not going to happen.



As for him, have you ever heard of anyone resigning over getting paid more for less? I don't think so.... only the people who make the bad decision are likely to think about resignation and they don't do that much these days... hardly a politician with a conscience left nowadays it would seem
