Just looking to book flights for next July - arrival at Larnaca is late evening, would expect to get to border some time after midnight by TRNC taxi pick up, is border crossing open 24hrs???

Yes, we arrived at four in the morning from larnaca it was still open, the thing to watch out for is if you get a taxi from the South they drop you off at the border, so we always order a taxi from the north, the Rose Gardens are usually very accomodating although we have stayed their a few times and we always hire a car from them.
