It means rubbish. If you pay your rates by direct debit, it could be for refuse collection ( if its your bank account that its been taken from)

Thanks for the answer we do pay our rates by direct debit but we have never had this before we are on a complex and a lot of owners have not paid this should we have to pay it does anyone know
