I just bought a used cycle from the shop in Alsancak and have had a pretty good experience (so far). They were patient as I methodically test drove each of their used bikes and when I chose one, they took a few hours to tune it up and gave me a free bike lock. For new bikes, they offer some kind of maintenance guarantee for a year or two.

If you have cash, you can talk them down a bit if you're into bargaining. The woman who works there was mentioned exchange rates at one point, so with the Lira the way it has been doing its thing, I'll bet they would be especially interested in a bargain if you paid in cash with euros or pounds.

They have used bikes from 200 TL and new ones from 350 TL. Like any bike shop, they've also got plenty of better products far beyond my price range.
