Am I reading Article 13 correctly?

Does it mean that there is an unbounded restriction of the rights and liberties when applied to Aliens?

Brother article 13 simply means that the rights (and responsibilites) conferred under the consitution apply to citizens and not necessarily to non citizens (aliens) and as such it is not different from any other countries consitution. Citizens get different rights to non citizens, right to vote to stand in elections , duties re military service etc etc.

Hi Erolz, so is this the method by which aliens can have different taxes applied to them? I'm thinking of the reports in other threads of "differentiation" between aliens and nationals when certain transactions are involved...

Brother my understanding is that the tax rate is the same for citizens and non citizens. There is in addition to this a one off 'dispensation' scheme which reduces the tax by 50%, that used to apply to non citizens and citizens alike and now only applies to citizens. I do not think this removal of this one off dispensation for non citizens is in any way un consitutional.

Thanks for explaining the background Erolz. I am aware of the OT dangers in discussing the tax issue per se but it appears as you allude, that Article 13 applies in that specific case.

"Whereas the Turkish Cypriot People, in the face of events directed against its national existence and right to life, since 1878 when it was broken away from its motherland"

That's a funny way of putting it:

We rented it from them from £50,000.

The agreement between UK and Turkey including a clause covering UK going to war on Russia if Russia takes any more Turkish territory.

http://en.wikipedia.org/wiki/Cyprus_Convention

This bit seems the most interesting. I wonder what happened about that.

VI. That if Russia restores to Turkey Kars, and the other conquests made by her in Armenia during the last war, the Island of Cyprus will be evacuated by England, and the Convention of the 4th of June, 1878, will be at an end.
