You can watch LIVE TV on these sites, but you will need some means of disguising your IP address - a VPN for instance

for SKY (except skynews) you need to pay a subscription

If you download and install 'BBC Iplayer Desktop' you can download BBC programmes (where available/allowed) to watch later

With the other stations, on the whole, you can't

Programmes are often unofficially uploaded by enthusiasts, for download by others (eg Torrents) and although there may be sites that make programmes available for download, I get the impression that these are constantly being shut down by the copyright holders.

I'm sure that someone will be along in a minute with more information - I would be pleased to see anything other than the above that enabled me to download programmes

If it's series you want to watch and not soaps then there's thousands here. Either to download or stream, completely free.
