I and my fellow neighbours have received a bill from our builder he says its your alsancak cityhall tax document. 420 ytl. HAS ANYONE HAD A SIMILAR BILL?iT says on the bill in turkish

Hi johnti,



I think it is your property tax plus interest. It looks like you have possibly 2 years tax to pay. Eveyone has to pay this property tax and our developer is charging monthly interest. I would like to know if the council charge this or is it just another money making scheme for the developer?

Hi Turtle,



Because the council will not have all the names and contact details of the owners on this particular development, they will have sent the bill to the builder. The builder may have been sitting on it for sometime and it has now accrued interest. At one time if you hadn't received your title deeds, it was up to the person who held the title deeds to pay but this has now been passed to the owner. I would think it is because the builders, developers weren't paying these taxes over that the council have now targeted the owners.

On our complex we are being told that only when everyone has paid, will they switch on the street lights.

WE BUILT OUR HOUSE IN 1997 BUT DIDN'T MOVE HERE PERMANENTLY TILL 2004. WE HAD TO PAY THEREFORE ALMOST 6 YEARS PROPERTY TAX. NO INTEREST WAS ADDED AT ALL ( IT CAME TO ABOUT 77LIRA IN TOTAL). i don't know if the rules abpout interest have changed since as we pay it when due now but I would check with the Belediye if I was you

Your post is interesting, you say that your bill was only 77ytl. We are being asked for £110.00 and this is supposed to be for one years council tax and one years property tax. The developer is adding around about £10.00 for every month it is left unpaid and this is to each owner. We are on a complex made up of mainly detached bungalows, a couple of detached villas and some apartments. We have seen the invoice from the belediya but it is obviously all in turkish and it is not broken up into individual properties. I have suspected for some time, that the interest which is being added monthly is not by the Belediya but by the developer and is going into his pocket.

We have just paid the property tax for 2007 & 2008 after being notified by our builder that it was due. We paid in October and the charge was 450.38 ytl including fines for late payments. We paid our neighbour's in November and it had gone up to 461.26 ytl. In Esentepe, property tax is due twice a year in March and September and it is 90 ytl each time(as per Belediye), you get until the end of the month to pay without penalty. The charge for rubbish collection & street lights is added to our September/October water bill and is 90 ytl for the year.

Should have mentioned that the property tax is based on the size of property as per the contract with an additional charge for a swimming pool.

Thank you all for replying. We have been in the house for 18 months no kozan yet but i think it is due. He is a good builder but maybe thinks we will pay for this. I m under the impression that you only pay property tax when in receipt of the kozan.

Johnty, that used to be the case but now it seems to be expected that if you occupy the house you pay the tax. We even went to the Belediye in February and were told we didn't have to pay it because we didn't have the kocan but now even the HBPG are advising that you pay it if you occupy the property.

Surely all though you are not in possession of the kozan and NOt even had permissions to buy yet why would you have to pay property tax when in reality you dont even own it but the builder does.

If you find yourselves in the happy position of having ptp and a nice builder who is prepared to transfer your kocan,among the things needed to complete the transaction is proof of payment of all municipal taxes.

I know paying what you believe is someone else's responsibility goes against the grain but newscoop is right, if you don't pay and the builder won't pay then it's simply no kocan. Personally, I think it's not unreasonable to pay property tax when you have been occupying the property.

MESSEGE 12 , you could also take this a step furthur by saying that the builder owns the property and until he hands over the deeds , he should be held responsible for VAT and property tax , the moment he hands over deeds than he we the purchasers then have an obligation to pay , or is that to sensible for the TRNC .

well spoke to builder, we have to pay. He says its not his fault we havent had the kozan its the department that deal with it. So we are all going to pay because interest will continue to be added until paid.

jonty when the builder says its not his fault you havent got the kocan does this mean he has applied for parcelization, paid his taxes, got the building permit? Or is he just fobbing you off?

Property tax collected by local municipalities has been has been increased about 10X in the last 2 years..

I used to pay 12TL for my house but i have been paying 130 after the increase.



The main reason the government recently changed the law to extend boundaries of municipalities to the whole of TRNC is because they couldnt collect this tax from the new villas built outside municipality boundaries!!

One other reason for this law is to be able to charge same water rates to new houses/villas that were outside municipality boundaries..

For example,peope living in the villages used to pay to the Mukhtar and pay less per tone for water but with the new law every part of TRNC will be billed by a municipality and at the same rate as the towns.

If you are paying the Belediye direct and I suggest that you do, take your stamped contract, the kocan for the land (should be in the builder's name) and a site plan, if possible. This will allow them to see from the contract the area of the property and also enable them to divide the bill up so you only pay your share. Our builder then asked each householder for a photocopy of the receipts to show who had paid it.



When you pay, check with the Belediye when the next payment is due. I'm pretty sure that it is in March and then again in September. Don't get caught out with late payments again.....

Land has been parcelised, permissions are due and hopefully kozans will follow maybe!!!!!!!! The bills have all come in individual names for the culdisack
