I fear this move is more politically reactive than in the name of finding and extracting hydrocarbons.

If it is based on the [if there were any] seismic surveys, they have not had nearly enough time to even filter/refine the data, let a lone interpret it.

It could however provide valuable lithology data from the point where a hole is drilled to the point where the Noble well is (bit of a long distance mind you), though I doubt either party will be interested in collating findings.
