Pressure on the healthcare system began in 2003 when the crossing points were first opened and Turkish Cypriots began to use the system.

I didn't read it as a blame, I read it as inadequate state health care for the number of people entitled to a free medical care, who cannot afford expensive private medical care - GCs, TCs or other EU citizens.

Could also be down to a large number of ex pats who go there for treatment. Its the same in the UK too many using the NHS without contributing.

I agree with message 2. The downturn in the economy in the south has meant huge numbers of people going to the state hospitals for treatment when they previously paid privately. As far as ex-pats are concerned, the ones who live there permanently are entitled to the same as the local population. It might help the situation if the private facilities there didn't charge so much!

The number of ex-pats living in the north who go south for medical treatment are, I suspect, very few. It's not easy to get free treatment there unless you are resident in the south and have a medical card or you are a holiday maker using an EU health card. This card only entitles you to emergency treatment. Places like, for instance, the Oncology Centre in Nicosia will not treat anybody without a GC medical card unless the patient pays.
