No it isn't.

P2P will remain illegal. What is being legalised is the transfer of music, films etc you have purchased legitimately to other types of media, MP3 and MP4 etc for your own use.

This is a no brainer, whether or not legal, it would cost copyright holders too much to go after every 'end-user'.

They are and has always been after the distributors and ones who makes it easy to distribute (eg software makers).

Just my two cents.

So I have a lot of vinyl but no easy means to transfer the records to digital. Can I/can't I download a digital version from a peer to peer network. I have paid my royalties once and presumably that is enough.

peer to peer has never been 'illegal'. It is a means of 'trasport', a way to move data from one place to another that does not rely on a central server. It is what you transfer via that system that is or is not illegal, not the transfer system itself.

Jovial John, I am not aware what the topic headline refers to but to date, having bought a piece of music on one format does not entitle you to download it in another format from a source, be it peer to peer or a server, that is distributing such material without the copyrigth owners permission. If you were to personaly digitise your vinyl collection for your own personal use, then you are on safer ground, but downloading it from an unautherised source would leave you potentialy libale for copyright infringment and peer to peer by its very nature is very trackable by rights holders.

The industry itself is moving towards a system of buy a DVD and get rights as well to a permanent downloadable copy of the same content, called ultraviolet, which I posted about here

Currently its for video content but audio may well follow suit.

0maintenace msg8 not a single mention of peer to peer in your linked in article.

This proposal is nothing to do with peer to peer transfer of content. It is just a proposed change to make what I describe above in msg 9 technicaly legal. That is you buy an audio CD, rip it to your PC for personal use on the PC or on a poratable player.
