I went to pay the tax today and asked the clerk how long after receiving the bill does one have to pay, before a penalty is imposed. I was asking on behalf of somebody who is in the UK at present.

Unfortunately he was unable to explain.

Does anybody know?

If you are talking about property tax it is due in Esentepe on 31st May and 30th September, don't know if that is the same everywhere. You must pay at least one instalment by 31st May but you can pay both instalments then too. Lighting and rubbish seems to be due on 31st December, it's usually added to the November water bill. Key words to look for are 'son ödeme tarihi' which means last payment date.
