When I asked month ago they told me official opening hours are 7:00 - 21:00. But I sometimes saw them opened later.

Note the word usually.

I keep coming up with this only because I got caught once.

You need an MoT from the ROC. They are only available at Metahan from Monday to Friday and the office has erratic afternoon closing times which I cannot remember. It is free but needed and once you get it you can use it at any crossing point.

Another saving is you can add someone to an insurance cert for only 10 euros.
