If they are working for an agency its the company who would get the work permit.

ok I have just gone through the steps, you dont need an agency or an accountant. Its very simple. you go to the calisma dairesi in Nicosia or Kyrenia and you give the passport photocpy and your information. You can do this as an individual if you have Turkish Cypriot nationality, or If you have a company.

As a company you register for ev hizmetleri

It takes roughly ten days for the police check.

If anyone needs any info or asistance feel free to email me. I just saved myself agency commision and accountant fees.
