Who is responsible for registering the contract once purchase has been completed and what are the charges?

You are responsible to do that since it is your property in order to give yourself a peace of mind.The charge is 0.5% of purchase price.

Go to TAPU DAIRESI,they'll give you neccesary forms to fill by yourself and your building company.

I'd say the hardest task is finding your builder to fill in their bit.
