small white dog with 2 puppies near jks bar

just wanted to know if there is anyone on this forum who is familiar with the family who own the white dog with the huge brown collar near jks bar. i stopped there today to shuh her out of the road whilst the pups were trying to feed in the middle of the road, and noticed that she has a really bad eye infection, there wasnt anyone around at the house, but wandered if anyone who lives locally and knows them well enogh and might be able to have a word with the owners to get her to the vet. she is such a sweet little thing and that eye infection looked really nasty she could barely open her eye. Please dont bother to reply to this if you havent got anything positive to add, I am just concerned for her well being.
